Why it matters

This 2-hour course is designed for professionals who are responsible for implementing—or are interested in learning about—the federal Home and Community-Based Services (HCBS) Settings Final Rule. The Final Rule establishes federal requirements intended to ensure that individuals receiving Medicaid-funded HCBS have meaningful opportunities for choice, independence, community integration, privacy, dignity, and person-centered services and supports.

Although the requirements are federal, each state is responsible for establishing processes to implement, assess, monitor, and maintain compliance with them. This course focuses specifically on California’s implementation of the federal requirements, including the standards, guidance, and resources provided by the California Department of Developmental Services. The federal transition period ended on March 17, 2023, and ongoing compliance is required.

This course introduces key HCBS Final Rule requirements and explores how service providers can demonstrate alignment through improved approaches to scheduling, facilitating, and documenting person-centered planning meetings. Participants will learn practical strategies for strengthening compliance while enhancing the quality and individuality of supports.

The course references a structured framework of ten key practice areas derived from HCBS Final Rule requirements, offering a clear and actionable way to translate federal expectations into daily practice.

Topics include cultivating meaningful and informative rights and consent education, as well as integrating person-centered practices into everyday workflows. Developed by experienced providers, this course offers practical insights, real-world examples, and actionable recommendations to help teams operationalize the Final Rule in their day-to-day work.
