About this course

Why it matters

This 2-hour course is designed for professionals who are responsible for implementing—or are interested in learning about—the federal Home and Community-Based Services (HCBS) Settings Final Rule. The Final Rule establishes federal requirements intended to ensure that individuals receiving Medicaid-funded HCBS have meaningful opportunities for choice, independence, community integration, privacy, dignity, and person-centered services and supports.

Although the requirements are federal, each state is responsible for establishing processes to implement, assess, monitor, and maintain compliance with them. This course focuses specifically on California’s implementation of the federal requirements, including the standards, guidance, and resources provided by the California Department of Developmental Services. The federal transition period ended on March 17, 2023, and ongoing compliance is required.

This course introduces key HCBS Final Rule requirements and explores how service providers can demonstrate alignment through improved approaches to scheduling, facilitating, and documenting person-centered planning meetings. Participants will learn practical strategies for strengthening compliance while enhancing the quality and individuality of supports.

The course references a structured framework of ten key practice areas derived from HCBS Final Rule requirements, offering a clear and actionable way to translate federal expectations into daily practice.

Course Objectives:

Upon completion of this course, participants will be able to:
• Name at least three ways to modify meetings to be more HCBS-aligned
• Identify how HCBS-aligned meetings can be implemented without sacrificing external requirements, rules, or regulations

Approvals:

This course meets requirements toward recertification hours for the following California administrator roles:
• Adult Residential Facility (ARF) Administrators
• Short-Term Residential Therapeutic Program (STRTP) Administrators
• Residential Care Facility for the Elderly (RCFE) Administrators
• Group Home Administrators

Registered Nurses (RNs) in California:
Provider approved by the California Board of Registered Nursing (BRN), Provider #CEP16912, for the number of contact hours listed above. Licensees must retain certificates of completion for four years.

LMFT, LCSW, LPCC, and LEP (California Board of Behavioral Sciences):
Essential CEU Institute is approved provider #1131 by the National Association of School Psychologists (NASP), a BBS-recognized approval agency. Essential CEU Institute maintains responsibility for this program. This course qualifies for two (2) continuing education contact hours as required by the California Board of Behavioral Sciences. Licensees must retain records of completion for at least two years from the relevant license renewal date.

School Psychologists:
